The picture shows a sketch of a Latching Switch on the left and the symbol on the right.
A switch is a component that switches a circuit on or off by making contact or breaking contact. The switch has mechanical metal contacts that let electricity flow through it in the make contact or ON position. In the break contact or OFF position the contacts don’t touch and electricity can’t flow through it.
The latching switch is a special kind of switch that latch into position when you switch it and it stays in that position until you switch it to the other side again. So when you switch it ON it stays on until you switch it OFF again.
The Latching Switch is normally used as an ON/OFF switch in circuits.
